Council have identified five key directions for the Community Strategic Plan - Liveability, Enterprising, Sustainability, Accessibility and Leading Organisation. What are your thoughts on these key directions?

Liveability - nurture a place with natural and built character, with safe waters and air, and with affordable housing and infrastructure.

Enterprising - support a creative and innovative business community invigorating growth in employment and economic activity, in partnerships with government.

Sustainability - strive to minimise consumption and waste of resources, or harm to the environment yet recognise the placement of activity of people in the environmental needs balanced management.

Accessibility - pursue a mix of services and facilities available through public and private sector, so that residents and visitors leave the Shire by choice not necessity for health, education, retail, recreation and employment.

Leading Organisation - shape an organisation that supports the agreed aspiration of the community within the capacity of the community and the capability of the organisation.

You may like to consider and comment on topics such as exonomic diversity, a sustainable future, social wellbeing and the mechanisms to achieve these intrinsically linked elements.

Council wants your comments on its plans to develop a financial model for years 2 through 10 of its Community Strategic Plan that applies the Responsible Scenario from the Review Today report.

This will see:

  • Increased borrowings;
  • Rates revenue in total to increase by 2.2% (an average of 1.0% per property rated) per annum above CPI inflation;
  • Fees and charges to rise by 2.6% (an average of 1.4% per property rated) per annum above CPI inflation; and
  • Service spending limited to an increase of 1.3% (an average of 0.9% per property rated) over CPI inflation each year.

What is your view of the proposal to progressively match revenues and expenses over 10 years as outlined below:

1. Rates and annual charges (general, waste), less non-infrastructure special rate variations/service levies (library, lifeguards, tourism, etc), to recover:

  • asset maintenance
  • debt servicing (P & I)
  • infrastructure rehabilitation
  • infrastructure renewals

2. Fees and user charges, FAG, government operating grants, and special rate variations for services to recover:

  • service provision
  • asset operating expense (cleaning, power, water, etc)

3. Capital grants, development contributions and dividends, to recover:

  • infrastructure enhancements

4. Dividends to apply to general fund urban infrastructure enhancements or services only (ie where water and sewer applied)

5. Debt raised for infrastructure enhancements, to be services by new revenue sources (eg development contribution levy, dividend, rate levy)

6. Water and sewer access charges to progressively move to recover:

  • debt servicing (P & I) and governance

7. Water and sewer usage charges to recover:

  • operating costs
  • asset maintenance
